The provision of money by the Italian government bound Cineguf to purchase film technology exclusively from the German company Agfa. The adoption of a single supplier and the adoption of a single format - the 16mm - guaranteed central control by the government. At the same time, being able to have the contract for such a large-scale supply was a big advantage for Agfa. The Cinegufs, we should never forget, were a structure of the National Fascist Party for which it was necessary to guarantee top-down control.
